- எளிய மக்கள் வாழும் பகுதிகளில் சிறார்களுக்கான நூலகங்கள் அமைத்தல்
- கல்லூரி மாணவர்களைக் கொண்டு பள்ளி சிறுவர்களிடையே வாசிக்கும் பழக்கத்தை தூண்டச் செய்வது
- வாசகர்களையும் புத்தகங்களையும் இணைப்பது
